Add a message based on shipping location at checkout
I would like to see a message that could be controlled at checkout (possibly any screen where the system knows the users location either by checkout/account/or geolocation that would display a custom message. For example right now my woocommerce settings have certain countries blocked as the covid 19 restrictions are up in the air where printing shipping labels are hit and miss, having to cancel the order and refund. Now that I've turned off most locations, they get all they way to checkout and then it fails to finish the order so they get frustrated.
